Minutes of AGM held on 5th May 2022

at NHS Club with 17 members present.

Chairman opened the AGM remarking first AGM for three years, RA going through difficult times; He feels positive for the future; discussion on the old chestnut, how to get bums on seats.


Mins last AGM, on line. No matters arising.


Reports, Secretary’s and Treasurers reports given and discussed.


V o T to retiring committee. Thanks were given to Paul Ballantyne who was stepping down after 15 years.


Election of Officers; the rest of committee were re elected with M Gibson voted on the committee.

Meeting minutes 7 April 2022

Minutes of meeting held at NHS Club,

On 7th April 22 with 19 members and guest attending

10 Apols; were received from Mssrs; Rich; Kay; Unwin; King; Gordon; McEvoy; Berry; Ballantyne; Rhodes; Cottingham.

The Chairman welcomed all to the meeting. He related an incident he had spotted when observing, which had went unnoticed.  This produced an in depth discussion raising various views. He had reported the incident to the FA who would handle the matter.

Safeguarding; Barry Casterton gave on update of the local transgressions.  There were 4 cases involving local refs (all young). These cover various scenarios/discipline/law/dissent.

Our guest Ian Dunn. Ex York City; Huddersfield player then gave a talk regarding his career from local youth to professional level. He started of playing in York Minor league progressing upwards, mentioning Colin Sanderson as a mentor in his younger days. He talked about managers/players/incidents over the years. He also joined in with discussions on refereeing.

J Ledgeway gave a vote of thanks.

The chairman reminded all of the dinner that is fast approaching (20 May). Menus available on line/ committee.

March meeting minutes

The chairman welcomed all to a rather disappointing attendance – 17no.

He welcomed our guest Matt Messias to the meeting.

13 Apols were received from Mssrs; Milburn; Berry; Rich; Kay; Bishop; Smith & father; Thornton; White; Bayley; G Hartley; McEvoy; Drummond.


BC – Safeguarding; the level of fines and banns being handed out by the CFA is on the increase.   Racial abuse in the area is on the increase, and club officials are standing back and allowing it. This also applies to touchline behaviour to players. DBS certificates will be the aim for all clubs, also Mental health champions on all leagues.


Dinner; details were given out. A flyer had been printed out with menu selections/ prices/dates etc, to be returned to John / Ian .


Problem Corner; there was a detailed discussion on the VAR incident on the Man City v Everton match where Mike Riley apologized for wrong decision given.

Matt Messias, ex-York RA member/Premier/FIFA official then gave a presentation, starting with a few clips of his career at the top flight then through his career to New Zealand and back to York via Devon.

He now has his own business involving; teachers, refs, children, sports bodies dealing with Mental Health and Wellbeing….Impact Leadership.

Be aware of the warning signs of stress counter productive habits.  He ended with a Q&A session where asked about teams/players.

Ending with the advice; play to your strengths.

February meeting minutes

Minutes of meeting held on 3rd Feb 22

At NHS Club

With 18 members and guests in attendance.

Chairman’s Opening Remarks; He welcomed all to the meeting , with apols regarding the cancellation of last meeting due to COVID.

He welcomed our guest Andy Leaning, also Chris Jones who acted as minder [Andy was a guest back in November 2007 when he was coach at Sheff Utd]

Details of York RA dinner; 20th May; Marriott; £25 per head; Menus will go online; Madley Bros are guests (hopefully).

Safeguarding; B Casterton;  Discipline running high but easing off. FA looking to increase penalties as have not been altered for many years. If struggling with reports or problems (mental health issues) contact CFA for advice. These issues affect from FA downwards. When you go home after tonight (not after 11pm time) give someone a ring and have a chat. Scarborough teams struggling with numbers.

Touchline Problems; Vlad Mollov gave a report on an incident from the touchline he encountered at a match at Knaresborough. He told how he handled it, discussions from the floor regarding various views as when/how/where to act; observers report. The floor felt Vlad did well. Our guest Andy said we did have to put up with a lot.

Andy Leaning our guest ex-York City (and a few more) goalkeeper then gave a very entertaining talk/ discussion on his career. Mentioning incidents/ players/ referees/ managers/ some local that he had encountered over the years. Some serious some comical. There was a Q&A session covering various subjects, past keepers/budgets/skills. Over all it was a very entertaining evening

Happy New Year….

…..Jan 2022 Meeting Cancelled!


Dear Friends.

Firstly, a Happy New Year to you and your families and I hope you have enjoyed a peaceful and enjoyable Christmas.

No doubt many of you will be waking up this cold winter’s morning, dragging yourself out of bed early to get back into the routine of work or school, maybe some of you, like me will just pull the covers over and take advantage of another hour in bed!

We all look forward to getting back into action upon the football field, whether it be as a Match Official, Observer, Mentor or simply a supporter of all things Refereeing, however the awful pandemic which has blighted our game somewhat over the past 2 years is still with us.

It is obvious that the vaccine is saving many people from suffering too much and is keeping us out of hospital, however, the virus is still spreading wickedly and causing many of us to isolate in order to preserve our health and protect others.

Our next meeting of the York RA is scheduled for this coming Thursday (6th January 2022).

Our guest speaker has been well publicised as the Countries most prominent female Referee and FIFA International Referee Rebecca Welch.

Unfortunately, due to circumstances beyond anyone’s control (COVID), Rebecca is unable to attend our meeting.

We have therefore held an ‘emergency’ Committee Meeting and decided that, in the Best Interests of you all, the meeting this Thursday will have to be cancelled.

Whilst we could perhaps continue with a meeting, we feel that at this time, with COVID still rife, we could not guarantee your safety and thus, the decision to cancel has been taken.

Rebecca has assured us that she will visit us ‘live’ in the future, when it is safe to do so and that is certainly something to look forward to.

Looking ahead, our plans are to continue with Monthly Members Meetings as we feel that the COVID situation will improve but we are mindful to take account of any possible future Government advice and restrictions.

So, looking ahead, our next meeting is scheduled to go ahead on Thursday 3rd February 2022 with the usual 7.30pm start at the York Hospital Club. Confirmation of this meeting and further details will be sent to you individually and will be posted upon the York RA Website ( in due course, but we are looking at enticing a prominent Guest Speaker to entertain and educate us on the ‘art of lining,’ a topical subject as many appointments will soon be forthcoming in the role of ‘Assistant Referee.’

For now, can I wish you all much good health and success in the coming months and as always, should you have any concerns, queries or indeed ideas for future RA Meetings then I or any member of our Committee would only be too pleased to hear from you.

Minutes December 2021 meeting

Minutes of meeting held on Dec 2nd 2021

At NHS Club with 22 members and guests attending.

Chairmans opening remarks; welcomed all, with one new face, Peter Berry. He praised the efforts of D King on his communication through newsletter and RA website.

Minutes last meeting; on line.

Weather conditions; due to weather conditions last weekend, Alan Kaye (c/man), gave a run down of the routine far calling match of due to weather conditions; frost/rain. He recounted a story that occurred at one of his matches. Do not let clubs put you under pressure, do your homework and check weather forecast and if grounds man in attendance, ask his advice.

Annual Quiz, we split into four teams of four with one of five. Conor set the questions and after questions we had pizza buffet followed by answers.

Thanks were given to Conor/ John for the organizing.

There being no more business meeting closed at 9.00.

November 21 meeting

The Chairman welcomed all to the meeting mentioning the contingent from Barkston Ash RA who were in attendance.

He mentioned Garreth Rhodes who was due to officiate in the FA f1rst round this coming weekend. Also Dave Milburn who officiated in the RL 1895 recently.

Ian Hotchkies was presented with a 50 year award from the Chairman on behalf of the FA…….WELL DESERVED

Problem Corner; was discussion on the zoom presentation from CFA regarding unacceptable behavior. Methods to avoid/placate/punish were discussed.

Our guest Lewis Dawson (level 3 ex young ref of the year) then gave a presentation Being Respected-Not Liked; Getting the balance right.

Touching on topics;  Respect Decisions;  how do you get respect; Characteristics; laid back approach. There was an interactive approach with the aid of film clips, touching on common mistakes; social aspects; tactile; followed with a Q& A.

Conor  Ledgeway gave a VoT.

October 21 meeting

Minutes of meeting held at NHS Club

on 7th Oct 2021, with 27 members and guests

Apols were received from Mssrs  B Smith; M Burke; A Luff; P Hartley & Ms S Wood.

The chairman welcomed all old and new to the meeting.

Prior to a minutes silence for Peter Gibson; x player/ York league and FA sec. Our president said a few words on Peters career.

The Chairman then gave his thoughts for the future  and asked the floor for their thoughts and ideas. Various ideas ranging from; cost of courses (which FA set); speakers; content of meetings; sin bins; abuse from players/officials; lack of officials; reporting  and also give a good report when one feels teams/clubs earn one.

Sam Bayley gave a report on an incident on a recent match he was involved in as an AR. this was discussed.

Barry Casterton said misconduct was on the increase( not just in York but nationwide). This involved not just players but spectators/ managers.  All incidents require to be reported.

Our treasurer was in possession of new card reader, so subs can be paid at meeting. £20 with first year/youth refs varying in costs.

Our guest for the evening Carl Boyeson then gave a presentation. He said he had a bit of an affinity with York. He says he has been there/done that/has the tee shirt as been on the list since 2002; 20th on FL; reffed 623 matches and visited all but 2 grounds in his career. He showed numerous clips of incidents on matches which were open for discussion. He also discussed his experiences; diet regime and said every match now a days was a bonus.

September 2021 Meeting

York RA Meeting – 2 Sept 2021

Held at NHS Sports Club with 23 members and guests in attendance.

Our guest for the evening Bobby Madley was introduced and gave a presentation entitled ” What makes a good ref; do we expect too much)

He said he felt that the highlight of his career was reffing the WRFA Cup Final in front of all his own colleagues

When a young player he was a profilic goalscorer (Ossett Town), with 91 goals one season

He then switched to reffing saying that good refs will know LOAF and keep them updated

He then interacted with 14 year old Myles Smith and his father discussing ; social media and setbacks; an X factor sketch with two members singing, expect the unexpected

He gave a brief outline of his career. He stated that grassroots is the mainstay of football; think of Saturday/ Sundays in all weathers

There then followed a Q and A session
